The purpose of a Water Guardian tag is to assign designated supervision ANY TIME children are around water. Rather than simply say to another adult, "Can you watch them for a minute?"...the tag specifies who is in charge.

Since MOST toddler drownings occur when they are not expected to be in water, it is of utmost urgency to designate a Water Guardian EVEN when the group goes inside (to eat lunch, open birthday party gifts, change clothes, etc...)
